Rebecca “Rising Moon” Sullivan, a citizen of the Ponca Tribe of Nebraska, is a respected Native leader with over 30 years of experience advancing tribal governance, health equity, economic development, and cultural revitalization. As CEO of PEDCO/Osni Ponca, she leads initiatives focused on sovereignty, sustainability, and community empowerment. A former Tribal Chairwoman and the longest-serving female council member in her tribe’s modern history, Ms. Sullivan has launched key programs in health, finance, youth engagement, and policy reform. She holds degrees in education, business, and management, and is currently pursuing a PhD in Business Management. Her national leadership includes service on the National Congress of American Indians, FEMA’s National Advisory Council, and co-founding Healing Ribbons, a nonprofit celebrating cultural healing. She is known for her strategic vision, advocacy, and deep commitment to Native communities.
