The Tribal Financial Management Symposium will be an exclusive two-day event, touching on one of the most important aspects of a tribe’s economic future – financial management. While much time is spent acquiring resources through economic ventures, not enough time is spent learning how to utilize and manage accumulated wealth effectively. Tribal CFOs and other leaders will learn about the state of the economy, both long-term and short-term investments, building a financial constitution, portfolio diversification, alternative investment options and much more.       • 9:15 AM - 10:00 AMState of the Economy & Financial MarketsFederal Reserve members weighed the likelihood of a messy budget impasse in Congress while deciding last month to delay scaling back their easy-money policies, according to minutes from the Fed’s September meeting. At the same time, members of the policy-setting Federal Open Market Committee looked to signal to market participants that the central bank is “prepared to be patient” in its plans to trim its vast bond-buying program. The minutes said the FOMC remained concerned about “mixed” economic data, tightening financial conditions as well as political strife in Congress. An unspecified number of policymakers “pointed to heightened uncertainty about the course of federal fiscal policy over coming months, including the potential for a government shutdown or strains related to the debt ceiling debate, which posed downside risks to the economic outlook.” After telegraphing for months that it would begin tapering its bond purchase program known as quantitative easing in September, the Fed surprised just about everyone by holding off on the move to ease off stimulus. To understand how we should prepare for the future, it is of utmost importance to look at where we are today.       • 2:00 PM - 3:00 PMTactical Asset Allocation – How to Implement an Active Management Strategy for your InvestmentsTactical Asset Allocation defies the mantra “set it, and forget it.” Tactical asset allocation is an active management portfolio strategy that re balances the percentage of assets held in various categories in order to take advantage of market pricing anomalies or strong market sectors. Most investment firms provide tactical changes to their strategic asset allocations during the year. This strategy allows portfolio managers to create extra value by taking advantage of certain situations in the marketplace. As an asset allocation strategy, the technique attempts to evaluate the expected performance of broad asset classes (such as stocks, bonds, and cash), rather than predicting which individual securities are likely to outperform in the upcoming period. Money managers evaluate the relative performance of each asset class, then adjust the exposure of their investment portfolios to each of the classes. In making investment decisions, proponents of tactical asset allocation often buy securities in out-of-favor asset classes. This session will discuss the value of tactical asset allocation versus more passive investments as well as which asset classes are set to outperform.

Many Tribal leaders have made it a priority to develop a long-term strategic investment plan to protect and grow Tribal assets. In many instances, “the call to action: for their respective investment committees is to grow assets that would be sufficient to sustain day to day social services program and the infrastructure of the Tribe in the unlikely event their primary revenue source would extinguish. Some Tribes develop investment time horizons concurrent with their next compact termination date. In this module, we will discuss protecting principal in rising interest rate environment which can be challenging to fully diversified portfolios that hold a bond allocation.

Planning for retirement has become much more complex than in the past. By and large traditional defined benefit retirement plans have been replaced by defined contribution plans, including traditional 401(k)s, IRAs (both traditional and Roth), and tax-deferred annuities. This has directly shifted the burden of retirement planning on the shoulders of the employees. Panelists will discuss the best strategies for a tribe to craft a retirement plan(s) that will help their employees create a solid foundation for retirement.
